    Summary

    The NG9-1-1 Funding and PSAP Grant Program is a multi-million dollar funding and grant program administered by the Virginia 9-1-1 Services Board. Presently, the Commonwealth of Virginia is implementing Next Generation 9-1-1 (NG9-1-1) statewide as the current analog network that provides 9-1-1 call delivery to Virginia PSAPs is going away.

    In FY2025, funding will be primarily dedicated to the following project areas:

    • Call Handling Equipment (CHE) to replace outdated CHE after NG9-1-1 go-live. 
    • Enterprise GIS Software & Data Maintenance and Data Transfer to meet local needs in keeping GIS data layers critical for Next Generation 9-1-1 current and accurate to ground conditions and available for Next Generation 9-1-1 Core Services and local PSAP system. 
    • PSAP Education Program (PEP) to provide funding for PSAP personnel, and those who support local 9-1-1 operations, to attend 9-1-1 and GIS educational and training opportunities.

    Over the next few years, 9-1-1 service providers will be decommissioning the selective router pairs that comprise the foundation of this legacy analog network. To identify the best course to implement NG9-1-1, the 9-1-1 Services Board (the Board”) conducted an NG9-1-1 feasibility study in 2015 and made the decision to transition to a statewide IP-based infrastructure, known as an emergency services IP network (ESInet). With planning efforts completed, the Board is now focused on implementing NG9-1-1 throughout the commonwealth.

  • Eligibility Details

    Eligible applicants for all programs vary, but are generally limited to Virginia primary PSAP organizations.

    Deadline Details

    Deadlines vary by program area:

    • Call Handling Equipment (CHE) applications are accepted on a rolling basis beginning March 1, 2024.
    • Enterprise GIS Software & Data Maintenance and Data Transfer applications were to be submitted by April 15, 2024.
    • PSAP Education Program (PEP) applications are to be submitted by October 2, 2023.

    Award Details

    Individual awards vary based on program area.

    • Call Handling Equipment (CHE)
      • $300,000 per PSAP participating in a shared services CHE project.
      • $200,000 for an individual PSAP CHE project.
    • Enterprise GIS Software & Data Maintenance and Data Transfer
      • $3,000 reimbursement for Enterprise GIS Software
      • $5,000 reimbursement for Data Maintenance and Data Transfer
    • PSAP Education Program (PEP)
      • $4,000 per primary PSAP for individual PEP requests
      • $5,000 per primary PSAP for multi-jurisdictional PEP requests
